Abstract of Speech: As we enter the second decade of the 21st century, China’s peripheral security environment is facing new serious challenges against the backdrop of its rapid rise. Dr. Qi will analyze six new challenges in China’s peripheral security environment as follows: 1) the increasing suspicions of selected Asian countries over China’s rapid rise, 2) the deepening balancing policy on Asian affairs by the United States; 3) a number of simmering marine territorial disputes which China is involved in; 4) the outbreak of frequent emergencies around China’s peripheral regions; 5) the drastic political challenges posed by the political democracy and political transition of China’s neighbors; and 6) various multilateral initiatives were put forward by the U.S., Japan, Australia, and the AESAN. Dr. Qi will also discuss how China can construct a forward-looking “pan-peripheral diplomatic strategy” in the coming decade, which will be conducive to pursuing common development and prosperity between China and its neighbors.
